MEES Energy Assessments

What is a MEES assessment?


MEES Energy Assessments on rental properties will help you understand what you need to do to improve EPC ratings.

Rather than going on the basic recommendations on your existing EPC and implementing improvements such as expensive solar panels or floor insulation (£7000 - £14000+) you can have a full energy assessment of the property which will tell you:


  • An assessment of the property to establish the current energy efficiency rating of the property.
  • How many points the property needs to achieve a C rating.
  • Details of the low hanging fruit/cheaper options, such as TRVs, thermostats on hot water tanks or topping up levels of insulation in the loft. 
  • Details of more expensive options to gain the C rating such as a new boiler or windows or blocking up fireplaces.
  • A breakdown of how many points each improvement achieves will also be included so you can choose what you do to get the C rating. 
  • A final Energy Performance Certificate (EPC) of the property is carried out when the improvements are implemented by you (charged separately).


Having this full view of the property, you may find that rather than having to spend thousands on disruptive improvements, implementing several cheaper improvements may get you the C rating you need to legally rent the property. 


Should the property be assessed and it is not possible to reach a C rating, the report will state this. You can then use the report to apply for an exemption when the time comes. More details on this type of exception is expected when the regulations come into force. 


The price of this Energy Assessment is £150 + VAT, per property (excluding HMOs). A discount is available for multiple properties. The final EPC is charged at £75 + VAT. For consistency and that we have carried out the assessment and advice, it is recommended we do this final EPC to ensure it meets the new minimum standards. 


We cannot guarantee the rating unless the recommendations are followed, no other changes 


A part of the proposed regulation that is likely to come into force by the new Labour Government:


New Minimum Energy Efficiency Standard (MEES) Regulations are were to come into force in 2028. That means all rental properties should achieve an EPC rating of C. This is up from the current minimum standard of E. 


Some key points of the government proposal:


  • There is expected to be a financial limit of £10,000 per property.
  • Existing and new tenancies must be a C by 31st December 2028.are made which will be at detriment to the rating or if we do not complete the final EPC.

Remember: 


  • Without an in date EPC you cannot legally let your property. Some councils (particularly SHDC, Peterborough City and Kings Lynn) are assessing rental properties and fining landlords in excess of £3000 for failure to have an EPC. 
  • You cannot evict tenants without an EPC. 
  • Having a more energy efficient property may encourage renters to remain in the property longer, reducing voids.
